Most likely, your program/session is not available to submit on the submit rosters page because you did not make your program/session submittable. That is, if you recently created a new program/session, you will need to enable the submittable feature.
To do so, please contact our support team at 1-866-975-8600 ext 1. and tell us what program/session you would like to make submittable.
